While playing around underneath Stormwind one day I came across some "lost" citizens. I told them how to get back to the Trade District, but apparently they didn't want to. The next time I passed by this same spot they were still standing there.
(we can't get under Stormwind anymore but I couldn't really think of any other way to portray "lost")
